Catalonia votes on secession

Catlan lawmakers are voting on whether to seek the right to hold a referendum regarding the northeastern region’s independence from Spain.

Thursday's vote could fan the flames of an already impassioned independence drive especially if it garners the two-thirds majority.

However, according to Spain’s constitution, only the central government in Madrid can call a referendum.

Catalan President Artur Mas has urged European Union prime ministers to support the region’s push for independence....

...Polls indicate about half of Catalonia's 7.5 million inhabitants want to break away from Spain.

Barroso: EU membership for independent Scotland not easy

European Commission President Jose Manuel Barroso said today that states breaking away from existing EU countries would struggle to gain EU membership, further complicating Scottish nationalists' already uncertain plans for independence.

Barroso said in an interview it would be nearly impossible for the European Union to grant membership to such states - days after the British government said an independent Scotland would not be able to keep sterling as its currency.

Scotland is due to hold a referendum on independence in September. Polls show around 29 percent of voters in favour and 42 percent against, with 29 percent undecided.

Barroso, interviewed on BBC television, declined to comment directly on whether an independent Scotland would be welcome to join the EU.

But he said all EU states would need to back the membership of any new country that emerged from a current member state.

"It would be extremely difficult to get approval of all the other member states ... I believe it's going to be extremely difficult, if not impossible," he said.

DOUBLE TROUBLE

The Scottish National Party (SNP), which is fronting the independence campaign, is banking on retaining both EU membership and the pound.

John Swinney, an SNP deputy in Scotland's parliament, told the BBC Barroso's comments were "preposterous" and that no EU state had indicated it would veto Scottish membership.

But secession is a sensitive subject for several other countries that have regions seeking to form their own states.

Spain, which Barroso said in the interview had been "opposing even the recognition of (former Serbian province) Kosovo", is for instance wary that a vote for Scottish independence might encourage separatists in its Catalonia region.

Scotland's First Minister, Alex Salmond, also went on the offensive on Sunday against critics of the independence campaign.

Writing in The Sunday Times newspaper, he accused the British government of bullying over the currency issue and said he had asked British Prime Minister David Cameron to rein in his campaign to keep Scotland's 307-year union with the rest of Britain intact.

On Thursday Cameron's finance minister, George Osborne, warned Scotland it would have to give up the pound if it voted to end the union, declaring the currency could not be divided up.

The leader of the campaign to keep Scotland in the UK, former British finance minister Alistair Darling, said the independence campaign was beginning to unravel.

"Alex Salmond is a man without a plan on currency and Europe. The wheels are falling off the independence wagon," Darling said.

Barroso has previously said that any newly independent state would have to re-apply to join the EU.

His comments are at odds with Scotland's blueprint for independence, published last year, which says that it hoped to agree a "smooth transition" to membership of the EU as an independent state.

The Scottish government paper said they believed transition could be agreed without interrupting its EU membership in time for a potential independence declaration in March 2016.

Barroso and other officials on the current Commission are due to step down when their term ends at the end of October but there is no evidence to suggest a new Commission would take a different view of Scotland's membership rights.

Ukraine's Tymoshenko out of jail

Former Ukrainian prime minister Yulia Tymoshenko has been released from prison after two-and-a-half years behind bars.

She immediately declared: 'The dictatorship has fallen.'

Her party spokeswoman Olha Lappo said Tymoshenko is heading from the prison in the eastern city of Kharkiv to the capital to join protesters there.

Her release was made possible by a European-brokered peace deal between her arch-rival, President Viktor Yanukovych, and the opposition.

Earlier today, the Ukrainian parliament declared President Viktor Yanukovich constitutionally unable to carry out his duties and set an early election for May 25.

Deputies in the assembly stood, applauded and sang the national anthem.

The president described the country's political crisis a coup that resembled the rise of Nazis in the 1930s.

Yanukovych said he has no intention of resigning or leaving the country but he has left the capital and is thought to be in the east of the country, where he enjoys support.

He made the coup accusation in a televised statement.

The leaders of mainly Russian-speaking regions of eastern Ukraine that are loyal to President Yanukovich challenged the legitimacy of the national parliament and said they were taking control of their territories.

The move appeared to increase the possibility of a split in the sprawling former Soviet republic of 46 million, despite denials by the leaders that this was their intention.

The Kiev parliament has passed a series of measures that would reduce the president's powers and pave the way to the formation of a national unity government and early presidential elections.

Mikhaylo Dobkin, Governor of Kharkiv region in northeast Ukraine, told regional leaders meeting in the city: "We're not preparing to break up the country. We want to preserve it."

But a resolution adopted at the meeting said: "The decisions taken by the Ukrainian parliament in such circumstances cause doubts about their ... legitimacy and legality."

It added: "The central state organs are paralysed. Until the constitutional order and lawfulness are restored ... we have decided to take responsibility for safeguarding the constitutional order, legality, citizens' rights and their security on our territories."

One speaker urged the creation of civilian patrols to restore order. Another said those gathered should fear reprisals if anti-Yanukovich protesters in Kiev seize power in the whole of the country.

With people at the meeting chanting "Russia! Russia!", the atmosphere contrasted with the mood in the capital Kiev where protesters want the Moscow-backed Yanukovich to resign.

The regions represented at the meeting - Kharkiv, Donetsk, Dnipropetrovsk, Lugansk and Crimea - have a population of 14.4 million. Most are important industrial centres and Russia's Black Sea fleet is based in the Crimean port of Sevastopol.

Vice-President Reding's Remarks on Catalan independence

    I have known Catalonia for a long time. I am one of the few non-Catalonians who received the Creu de St Jordi (St George's Cross from the Generalitat of Catalonia). I love the Catalan language. In Europe, it needed a Luxembourger with a strong and proud feeling of the Luxembourgish language in order to understand what the Catalan language meant to your people. You might remember the 'Reding declaration' of 1990 with which I promoted the status of the Catalan language in the EU. And I love Catalan wine: I have visited vineyards in and around Penedès. I love Catalan literature and I admire Catalan architecture – just look at the Pedrera or the feeling you get in the monastery of Montserrat! In short: I love Catalonia.

    I know Catalans are ardent Europeans. You, in turn, know the legal situation. Bridging these two is the difficulty for me here today. The law says that an independent Catalonia would no longer be part of the Union. An independent Catalonia would have to apply for EU membership again. To put it bluntly: a few seconds after a vote for independence, Catalonia would be out of the Union. You would be out of the euro system. You would not have EU citizenship. In short: I would lose you. The process to come back into our Union would not be a quick one. It would be lengthy. It would require long negotiations and the unanimous approval of all EU countries. It would be a project of a generation.

    I understand your wish for more autonomy. I respect your desire for independence. But I personally would find it a very regrettable result: a Europe without Catalonia. And Catalonia outside our Union.

    I would find it particularly regrettable as European unity is the recipe for coming out of the crisis and for a stronger Europe playing a central role in the world: European countries sticking together like a family to overcome difficulties. This is the strategy that helped put Europe on the path of economic recovery: Europeans sticking together, Germany and Greece; France and Spain; Portugal and Spain. Look at it from an outside perspective; world powers like the U.S. and China are only just starting to see a united Europe as a real force to be reckoned with. And they will only measure themselves against a strong and united Europe. This is the time for solidarity and working together, not for separation or division.

    A Catalonia out of our Union would weaken Europe. It would weaken Spain. And it would weaken Catalonia – economically and politically.

    Barcelona and Madrid are partners. I refuse to take sides. It is clear that in the medium term a new arrangement must be found. A new arrangement that accommodates both the needs of Catalonia and its citizens as well as those of Spain as a whole and its citizens. Take the time you need to find this arrangement. It will not happen today or tomorrow. It should be a solution that you work out together – all of you together – without any outside interference.

    As a long-term friend of Catalonia, I know one thing for sure: the interest, love and passion of its citizens for Europe will remain strong.

It is blatantly obvious what the EU bureaucrats, controlled by the Rodents, want for Europe.
