Slovak presidency wants narrative change on migration


About a year after the refugee crisis started to shake the EU, one of the most vocally critical countries over the response is now in charge with a promise to reduce divisions on the issue.
Slovakia on Friday (1 July) took over the six-month presidency of the EU Council and migration, along with Brexit, will be the "predominant'" item on the agenda, its prime minister Robert Fico said.

The country "has its own clear ideas" on the matter but will act as an "honest broker" in discussions, Fico insisted while setting out what would be his balancing act.

"Migration can be a divisive subject," he noted. But Slovakia wants to "create enough space for discussion" and avoid "exacerbat[ing] differences between member states".

He said that his government would not drop its lawsuit at the European Court of Justice against the refugee relocation scheme that the European Commission designed last year.

But he praised several policies pushed by the commission, like the "back to Schengen" plan, the border and coast guard and the blue card for foreign workers.

At a joint-press conference in Bratislava, the commission president Jean-Claude Juncker said migration was "an issue that is a little more difficult in this country". But he said that both he and Fico agreed to "invest [their] best efforts" in narrowing the gap between their positions.

Four files will be on Slovakia's agenda: 1) EU border and coast guard, 2) the "smart borders" project, 3) the migrant return policy and 4) reform of the Dublin asylum system.

The last issue will be the thorniest for the Slovak presidency because it involves the refugee relocation scheme which it staunchly opposes.

Flexibility

The commission has proposed to make the sharing of asylum seekers between member states automatic and to impose a €250,000 "solidarity contribution" to member states that refuse to participate.

"It would be unfortunate and misleading to claim that this proposal has support from a majority of member states," Fico told journalists on Thursday.

At his press conference with Juncker, he added that member states needed "flexibility" and that they could "come up with their own ideas and initiatives".

For Slovakia, the EU presidency is an opportunity to make its case and reverse policies it had opposed.

"We have to change the narrative" on migration, Slovakia's foreign affairs minister Miroslav Lajcak said, adding that the EU has focused "too much on consequences" of the mass arrival of migrants and refugees.

"This is a complex issue that needs a complex political solution rather than an administrative one," he said, referring to the commission's plans.

No 'bureaucratic orders'

The minister said that some EU countries were more multicultural than others and that Slovakia, along with other central European countries, was reluctant to receive migrants.

"We'll have to change," Lajcak noted. "But not overnight upon bureaucratic orders from Brussels."

Otherwise, he warned, "we'll end up with fascists in parliament not only in Slovakia but in all central Europe".

In elections in March, the far-right People's Party - Our Slovakia (LSNS) - got 8 percent of votes and entered the Slovak parliament with 14 MPs out of 150.

For Slovakia, the new migration "narrative" includes two plans and already existing policy with which it wants to push forward.

The first objective will be to make operational the border and coast guard, for which Fico said he has "great enthusiasm".

The plan was agreed by member states, the commission and the European Parliament in June, and the Slovak presidency will coordinate efforts to make staff and equipment available to the new agency that will be in charge of the new corps.

Speedy implementation

The second objective will be to progress on the smart border project and develop digital methods to better manage the EU's external borders and migrant identification, such as the use of face scans and fingerprinting.

"We need speedy implementation of what is agreed," Fico said. 

This also concerns the return of migrants, a policy that already exists but which Slovakia, in line with all member states, wants to develop.

Return of economic migrants or rejected asylum seekers will help "stabilise the situation on the Western Balkan route and the Central Mediterranean route," interior secretary of state Denisa Sakova said.

She said that returns to countries of transit and of origin would necessitate an "effective partnership" with these countries, through the so-called migration compact. The plan, which was agreed in principle by EU leaders this week, makes development aid conditional in exchange for efforts to control migration to Europe.

Interior ministers will discuss all these issues at an informal meeting in Bratislava on 7 July and are expected to come up with a roadmap for the next six months.

Report: Berlin wants Juncker to resign as EU commission chief

Berlin is piling on pressure for European Commission president Jean-Claude Juncker to step down, according to the Sunday Times.
The newspaper reported that German chancellor Angela Merkel is unhappy with how Juncker handled the lead up to Britain's exit from the EU as well as his plans to take charge of its exit negotiations.

An unnamed German minister told the paper that pressure for Juncker "to resign will only become greater and chancellor Merkel will eventually have to deal with this next year".
“Juncker has time and again acted against the common interest and his reaction to the British referendum has been very damaging,” said the source.

The tensions are, in part, rooted in who takes the lead in talks when the UK formally declares its departure by triggering article 50 of the EU treaty.

Both the EU states and the EU commission have been jockeying over the role.

Juncker had attempted to place his top adviser Martin Selmayr as chief negotiator in the talks but was outmanouevered when the EU Council created a Brexit task force led by Belgian diplomat Didier Seeuws.

The appointement is said to have outraged Selmayr, while a commission source told EUobserver that the Council was rushing to take the leading role over the commission.

Juncker is also pushing for a swift UK exit amid calls that delays will prolong uncertainty, while Merkel and some EU states want a more measured approach.

More Europe?

Such moves are part of much larger debate following the UK referendum on how to reshape the future of the European Union in terms of rebalancing powers between Brussels and the EU capitals.

Juncker, along with EU parliament president Martin Schulz, are pushing for deeper EU integration.

Some see the idea as an effort to ween away power from the capitals, which could feed euroscepticsm, however. Both Merkel and her finance minister Wolfgang Schaeuble view "more Europe" as a form of intensified cooperation between states and not as a further transfer of power to Brussels.

Slovakia, which now heads the rotating EU presidency, also wants to roll back influence from Brussels and give EU states more say on issues like migration.

In mid-September, the remaining 27 member states will meet at a summit in Bratislava to discuss the future of the European Union.

The summit location in the Slovak capital is not without its own symbolic meaning - such events are typically held in Brussels.


Sturgeon meeting

Merkel has also reportedly said that Juncker has become "part of the problem" and that his recent meeting with Scotland’s first minister Nicola Sturgeon was provocative.

The majority of Scots had voted to remain the EU. Sturgeon, within a week of the referendum results, was seen standing with Juncker in Brussels calling for independence.

Although Juncker said the EU commission had no intention to interfere with Scotland's desire to join the EU, he told reporters that it had "won the right to be heard in Brussels."

Nigel Farage resigns as head of UK Independence Party


The head of the U.K. Independence Party, Nigel Farage, resigned Monday as party leader, the latest political leader to tumble amid the political turmoil following the country's vote to leave the European Union.

Farage's departure makes him the third major political figure to announce plans to step aside rather than take ownership of the tumultuous times ahead as the country navigates its departure from the single market of some 500 million people. An odd power vacuum has replaced the staid if boisterous predictability normally typical of British politics since the June 23 EU referendum.

"During the referendum campaign, I said I want my country back. What I'm saying today is I want my life back, and it begins right now," Farage told reporters.



Farage joins Prime Minister David Cameron, who said he will step aside to allow a successor to deal with the negotiation process. The favorite to replace him, prominent "leave" campaigner Boris Johnson, declined to stand. The opposition Labour Party has troubles of its own, with leader Jeremy Corbyn clinging to office despite having lost a no confidence vote by his party's lawmakers.

Farage was instrumental in the campaign to have Britain leave the trading bloc, championing the issue of immigration. A much-criticized campaign poster featuring thousands of migrants massed at the border alongside the words "Breaking Point," typified fears that fueled some Brits' decision to vote for a British exit, or Brexit.

"The victory for the 'leave' side in the referendum means that my political ambition has been achieved," Farage said. "I came into this struggle from business because I wanted us to be a self-governing nation, not to become a career politician."

Leadsom quits UK leadership bid: "I don't believe I have sufficient support"

Energy minister Andrea Leadsom abruptly withdrew from the contest to succeed David Cameron as Britain's prime minister, leaving her rival Theresa May as the only candidate.
The two women had been due to contest a ballot of around 150,000 Conservative party members, with the result to be declared by Sept. 9, but the shock announcement opens the way for May to take over much sooner.

Leadsom, who has no cabinet experience, was barely known to the British public until she emerged as a prominent voice in the successful campaign for Britain to leave the European Union.

She had been criticised over a newspaper interview in which she appeared to suggest that being a mother meant she had more of a stake in the country's future than May, who has no children.
Strong leadership is needed urgently to begin the work of withdrawing from the European Union
Leadsom read out a statement to reporters in which she said she was pulling out of the race because a nine-week leadership campaign was highly undesirable at such a critical time. She acknowledged that May had secured overwhelming backing in a vote of Conservative members of parliament last week.

"Strong leadership is needed urgently to begin the work of withdrawing from the European Union," Leadsom said.
"I have ... concluded that the interests of our country are best served by the immediate appointment of a strong and well supported prime minister. I am therefore withdrawing from the leadership election and I wish Theresa May the very greatest success. I assure her of my full support."...

Theresa May dines with Chief Rabbi on eve of becoming Prime Minister

Theresa May kept a longstanding dinner date with the Chief Rabbi on the day before becoming Prime Minister, it has emerged.

Mrs May and her husband,Philip,were guests at Chief Rabbi Ephraim Mirvis's north-west London home this evening.

The JC understands the occasion was a private dinner arranged some weeks ago.
A number of other guests were also present.

Mrs May broke off from choosing her cabinet to attend the dinner in what the Chief Rabbi said was an extraordinary gesture to the Jewish community.

He said: "The fact that she did this in the midst of critically important preparations before taking up office is a reflection of her strong desire to keep to her commitments and the esteem in which she holds the British Jewish community. I was delighted to have the opportunity to give her my blessings at this very auspicious time."

In a statement following the dinner, Rabbi Mirvis paid tribute to Mrs May, who was becoming Prime Minister "at a time of great political, social and economic uncertainty".

He added: "Few people are more talented or better qualified to tackle these immense challenges. I recall the speed and the sensitivity with which she reached out to the Jewish community following the terror attacks on Jewish targets in Europe last year. As she made clear then - 'Without its Jews, Britain would not be Britain'.

"She has proved herself to be a friend and champion of our community and of other faith communities who share her values of tolerance and understanding. I wish her every success as Prime Minister and look forward to building upon our warm relationship over the coming years”.

The Chief Rabbi also thanked David Cameron "for his deep friendship and for his unwavering commitment to promoting the values of decency, respect, liberty and responsibility, which we all hold so dear."
He said he had been privileged "to have worked alongside Mr Cameron to ensure that Britain remembers the Holocaust and educates generations to come about the lessons we must learn from it.
"He is a man who not only speaks with great principle and conviction but who acts upon what he believes. I know that the strong relationship he enjoys with the Jewish community will endure for many years to come."

Brexit ruling: UK Supreme Court gives parliament Article 50 vote

Britain's Supreme Court has ruled that the UK government must hold a vote in parliament before beginning the process of leaving the European Union.

The decision is a complication for Prime Minister Theresa May, who wanted to trigger Article 50 of the Lisbon Treaty -- the legal mechanism that begins the process of leaving the EU -- by the end of March. Doing so would open the door for EU negotiations, which are likely to last two years.
The Supreme Court judges voted eight to three against the government, saying that the legal consequences of leaving the EU were great enough to require an act of parliament to start the process.
"To proceed otherwise would be breach of settled constitutional principles stretching back many centuries," Lord David Neuberger, president of the Supreme Court, said as he read out the ruling.
But the court decided that the UK government did not need the approval of devolved governments in Scotland, Northern Ireland and Wales to begin the negotiating process.
The government said it was disappointed by the ruling, but would abide by it.
May has promised lawmakers a vote on the outcome of the talks, but wanted to begin the process without a decision in parliament. The government must now introduce legislation to the House of Commons, which could delay May's timetable.
